Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are released from multiple capitals. Significant resources is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by current data. From vantage locations, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Not long after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to fill in the short term.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration works based on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from thinking that the status quo will not shift further in its benefit in the near future.
Opposing Positions
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a complete military breakdown until conditions improve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
